Nigerian Baked Vegetable Puff-Puff Parcels (Healthy Meat Pie-Style Rolls)

Inspired by the beloved Nigerian meat pie and baked pastry tradition, these wholesome vegetable parcels are stuffed with a spiced filling of Irish potatoes, green peas, carrots, and ugu (fluted pumpkin leaves) — a nutrient-dense twist on a classic street snack. Baked rather than deep-fried, they deliver satisfying crunch without the excess oil, making them ideal for weight management and heart health. Perfect for school lunchboxes, market visits, or a guilt-free evening snack across Nigerian households.

How to Make It

  1. 1

Prepare the Whole Wheat Pastry Dough

In a large mixing bowl, combine 300g of whole wheat flour and 2g of salt. Add 40ml of groundnut oil and rub into the flour with your fingertips until the mixture resembles breadcrumbs. Gradually add cold water, a little at a time, mixing until a firm (not sticky) dough forms. Do not over-knead. Wrap in a clean cloth and rest for 15 minutes.

Tip: Whole wheat flour has a denser gluten structure — resting the dough is essential to prevent cracking when shaping.
  2. 2

    Cook the Vegetable Filling

Heat 15ml of groundnut oil in a non-stick pan over medium heat. Sauté the chopped onion for 2 minutes until softened. Add minced garlic, grated ginger, scotch bonnet, and tatashe — stir and cook for another 2 minutes. Add the diced potatoes, carrots, and green peas. Season with curry powder, thyme, and ground crayfish (if using). Pour in the low-sodium vegetable stock, stir well, cover, and simmer on low heat for 10–12 minutes until potatoes are just tender but not mushy. Stir in the shredded ugu leaves in the last 2 minutes. Allow the filling to cool completely before using.

Tip: A cool filling is critical — hot filling will soften the pastry and cause it to break during shaping.
  3. 3

Preheat Oven and Prepare Baking Tray

Preheat your oven to 180°C (350°F). Line a baking tray with parchment paper or lightly grease with a thin coat of oil.

Tip: If you do not have an oven, a covered cast iron pan or Nigerian Dutch pot on very low heat can work as a makeshift oven — place a metal rack inside to keep parcels elevated.
  4. 4

    Roll and Shape the Parcels

Divide the rested dough into 6 equal balls. On a lightly floured surface, roll each ball into a thin oval or circle about 3mm thick. Place 2–3 tablespoons of cooled vegetable filling in the centre of each circle. Fold the dough over the filling to create a half-moon or triangular shape. Press the edges firmly together and crimp with a fork to seal tightly. Place each parcel on the prepared baking tray.

Tip: Do not overfill — overstuffed parcels will burst open during baking. Leave at least 1.5cm of dough border around the filling.
  5. 5

    Apply Egg Wash and Bake

Beat the egg and lightly brush each parcel with egg wash using a pastry brush or clean finger. This gives a golden, appetising finish. Place the tray in the preheated oven and bake for 25–30 minutes, or until the parcels are golden brown and firm to the touch.

Tip: Rotate the tray halfway through baking to ensure even browning on all sides.
  6. 6

    Rest and Serve

Remove the parcels from the oven and allow them to rest on the tray for 5 minutes before serving. This helps the filling set and prevents burning the mouth. Serve warm alongside a chilled zobo drink (unsweetened hibiscus tea) or fresh cucumber water for a complete, balanced Nigerian snack experience.

Tip: These parcels store well in an airtight container in the refrigerator for up to 3 days. Reheat in the oven at 150°C for 8 minutes — avoid microwaving to preserve pastry crispness.
